All of the buildings in my apartment complex have the antenna pictured below on the roofs. None of the tenants know what it is used for. These apartments are across the street from a university and I'm told they used to be student housing, not sure if that's related.

Hard to say for certain.
It's likely to be a WiFi or similar antenna. Possibly a point to point IP radio, to extend internet coverage etc. |
