I have a question about phase shifter. I'm trying to get both plus minus phase different from this phase shifter.

and the result that I get from ADS is

If I change the length to the opposite (arm 2 is longer than arm 1) I get the opposite result (S12 = 111 and S13 = 21).

So which one gives me +90 and which one -90 phase different?
