I'm performing a project and want to use an off the shelf numerical code to evaluate a microstrip antenna. I have access to FEKO and HFSS....is one preferable or superior to the other?

HFSS is a finite element method (FEM) tool. It therefore is made to work with meshed volumes.

FEKO is a (primarily) Method of Moments (MoM) tool. It works best with metallic surfaces therefore. FEKO has an FEM solver but its not great.

For a patch/microstrip antenna, since you will need an accurate understanding of the fields within the substrate volume, HFSS will work better in this case.

For dipole or other purely metallic antennas radiating on a large structure like an antenna tower or ship, FEKO would work better.

What about CST MWS.
Is it good in terms of antenna designing for mobile phone antennas?
