I am planning to go to usa to improve my english for toefl and the study PhD. Could anyone advice me about PhD at usa (how can i get scholarships, which university is eligible for antenna Theory, RF/Microwave systems ). If anyone inform me about this topic i will be glad.

In the US, these schools I know have good antenna programs:

Ohio State University
Arizona State University
University of California - Los Angeles
Virginia Tech University

You may look up the antenna or rf related professors from the school's directory and email them directly. Tell them you are applying to their school and interested in working with them on their research.

Typically, PhD students do research for their professor/adviser, and they get a salary and their tuition paid in return. Some Masters students get this as well, but not all.

So attempt to contact many professors and see if any respond. If you still can't get in, you may apply to the university for a master's degree, and then attempt to join a research group after you are there.

Don't think about scholarships - think about research assistant positions. This will pay your tuition while you do research for your degree.

But My GPA is 3.20/4.00 . is it important for research assistant positions ?

GPAs vary widely around the world. In some Universities no one has a high GPA and in others the grades are all inflated. So I'm not sure. But definitely you should still apply - you don't have much to lose. If you can do well on the GRE then you should be able to get into a couple of the Universities listed above. And once you are in, it doesn't matter what your undergraduate GPA was.
