Here is an article from USA today about rooftop television antennas:

http://usat.ly/IEW7sC

It turns out that homeowners associations cannot bar someone from placing a rooftop antenna on their property, due to the Telecommunications Act of 1996. As long as the antenna is used to receive video programming, the FCC allows for you and your hours, including renters, to set up antennas in
areas they own (balconies, roofs, whatever).

I get a few questions from people trying to figure out what they need to do to get reception and not violate their landlord rules or whatever, and it turns out you have a lot more freedom here than you think!
