Ampere's Law with the contribution of Maxwell nailed down the basis for Electromagnetics as we currently understand it. And so we know that a time varying D gives rise to an H field, but from Farday's Law we know that a varying H field gives rise to an E field.... and so on and so forth and the electromagnetic waves propagate - and that's cool.

The above is the understanding of the EM waves we do now.

Are there EM waves that are dominated by an electric field (wave) OR a magnetic field (waves)?

Far fields (propagating EM waves) always have the same ratio of E/H Fields.

However you can have a strong E-field with a weak H-field in other situations. For instance, inside a capacitor the fields are E-field dominant and very little H-field. Similarly around and inside an inductor the magnetic field is very strong but the electric field is very weak.
