The mentioned weights have to be applied to each antennas radiation. The questions may sound silly, but please bear with a newbie on antennas. Q1. How can this be done in momentum? Q2. Is it possible to change the port excitation phase to steer the array?

The dipole array should simply be setup to have an inter-element spacing of one half wavelength at the center frequency of interest (or maybe 0.75 wavelengths, somewhere in there). Then just take the time to understand the tutorial here: http://www.antenna-theory.com/arrays/main.php The weights for steering are pretty simple so it should be no problem.
