How do i Design a near- isotropic radiating structure which has minimum variation in gain in any azimuth and elevation plan??

To get high gain or high directivity, the antenna needs to be big (many wavelengths). Conversely, the smaller the antenna is the less directive it will be (most uniform). So make the smallest antenna you can that meets your efficiency requirements
