Hypothetical question: if an EFHW antenna was being trailed by a spacecraft, would it radiate and how would I model this with an NEC program

No matter where located, an EFHW antenna needs a 2nd radiating conductor to complete that antenna system.

Typically this is supplied by a "counterpoise" wire connected to the matching device at the antenna feedpoint, and/or the outer diameter of the outer conductor of a coax transmission line leading from the matching device back to the r-f source (transmitter).

All of that could be accomplished in a spacecraft installation, and be modeled in NEC — including even the effects on the radiation pattern of the EFHW caused by the presence of the spacecraft.
