Does anyone have any experience using varactors, pin diodes, etc to dynamically change the electrical length of an antenna? Especially in cell phone frequency bands: 700MHz to 2.7.GHz

Well, switches and varactors are typically used in the impedance matching network of the antenna to tune the antennas to different frequencies.

It's tough to change the electrical length of the antenna, unless it is a slot type, where you can shorten it with swtiches. But the more common "dipole" antenna type would not work so well for that.
